Request for Quote (2024-10) - Load & Haul Septic
The County of Stettler No. 6 invites all interested Contractors to submit quotations for the load and haul of septic waste in the Buffalo Lake Area. This contract will be for a 3-year term with options to extend the contract for an additional year if agreed.
Submission Requirements:
Quotes must be submitted on the provided quote sheet with a guaranteed price for 2024-2026. All costs, including GST and any additional fees, must be clearly indicated. No payment will be made for items not included in the submission.
Scope of Work:
The Contractor is required to haul all septic waste from Buffalo View Estates and Buffalo Sands, with estimated quantities of approximately 3,000+ cubic meters annually. The contract may include incidental work as needed, and if accepted, the Contractor will perform this work at the rate specified in the quote.
Mandatory Site Meeting:
A mandatory site meeting will be held on Monday, 29th of April, 2024, at 2:00 PM at Buffalo View Estates (SW 19-40-20 W4M) to discuss contract requirements. Bidders must complete and bring a “Registration of Intent to Bid” form to the meeting.
Odor Control and Waste Handling Measures:
The Contractor is required to implement effective odor control measures and select appropriate waste handling technologies to minimize the environmental and community impact of septic waste hauling operations. The Contractor must use tightly sealed containers and tanks to prevent the escape of odors during operations and must choose between pumping and suction options based on efficiency, environmental safety, and operational feasibility. Regular cleaning and maintenance of all equipment linked to odor control are also the responsibility of the contractor. The use of odor-neutralizing agents during transfer and storage phases is also recommended. Compliance with all local environmental regulations regarding odor control is mandatory, and any failure to comply may result in penalties or the revocation of hauling permits. The Contractor is expected to proactively suggest and implement the most effective odor management and waste handling strategies within the RFQ, continually updating these as new technologies or methods become available. The County of Stettler No. 6 is willing to work alongside the successful proponent to facilitate these initiatives but maintains that the primary responsibility for proposing and implementing these measures rests with the Contractor.
Conditions of Work:
The Contractor must provide proof of Insurance and WCB clearance, including Liability Insurance of no less than $5,000,000.00.
The Contractor will assume the Prime Contractor role, establishing a Health & Safety system compliant with the Occupational Health & Safety Act.
The Contractor must secure all necessary Road Protection Agreements and Haul Permits.
Additional Terms:
Sewage must be hauled to a licensed facility. The County will waive a monthly tipping fee of $500.00 for use of designated County lagoons.
Tank levels must not exceed 75% capacity at any time.
The Contractor is liable for all damages and expenses arising from non-compliance or environmental regulation breaches.
Rights of the County:
The County reserves the right to accept or reject any quotes, waive irregularities, and terminate the contract at its discretion without compensation for lost revenue.
Submission Deadline:
Sealed quotes will be accepted until 2:00 PM local time, on Friday May 3, 2024, at the County Administration Office.
