Description:

The County of Stettler No. 6 is inviting all interested Contractors to submit quotations for the load and haul of septic waste in the Buffalo Lake Area.  This contract will be a 3-year contract.  

Quotes must be submitted with guaranteed price for 2018/2019, 2019/2020 and 2020/2021, along with GST tax and any additional costs clearly marked.    The Quote Sheet has the option for inflation increases in the 2nd and 3rd year of the contract, should the Contractor wish to indicate such.  Approximates will not be acknowledged – if the Contractor wishes to apply an increase in the 2nd and 3rd year, the exact percentage must be clearly identified on the quote sheet.  There will be no payment for items that are not indicated on the submission.

The County requires that you haul all of the septic from Buffalo View Estates and Buffalo Sands, which the County estimates the quantities as approximately 1,500 cubic meters annually.  There may be incidental work during the annual contract at which the successful Contractor may be requested to complete.  The County acknowledges that the Contractor may accept this incidental work as it may become available and upon acceptance, the Contractor will haul at the rate identified on the quote.

CONDITIONS OF WORK:

The Contractor will provide the County of Stettler No. 6 with proof of Insurance and WCB clearance. Liability insurance will be for no less than $2,000,000 by way of a Certificate of Insurance and listing the County of Stettler No. 6 as an ‘Additional Insured’ with respect to the haul operations prior to commencing any work for the County.

 

The Contractor will assume the Prime Contractor role for this work.  The Prime Contractor shall, to the extent required by the Occupational Health & Safety Act, establish and maintain a Health & Safety system or process to ensure compliance to the Act by their operators.

 

The Contractor will secure all Road Protection Agreements and Haul Permits (where required).

 

All sewage must be hauled to a licensed facility. The County of Stettler No. 6 will waive the monthly tipping fee of $500 for the Red Willow lagoon to the Contractor if they wish to dump in the Red Willow lagoon.  

 

Tank levels must not exceed 75% of full at any given time.   The Contractor will assume any and all damages and expenses incurred as a result of non-compliance.  The Contractor will assume any and all damages and expenses incurred to comply with Alberta Environment regulations resulting from spills, faulty equipment, etc.

 

The County reserves the right to accept or reject any and all quotes and to waive irregularities and informalities at its discretion.  The County reserves the right to accept a bid other than the lowest quote without stating reasons.  The County further reserves the right to terminate the contract upon their discretion without any just cause and will not reimburse the Contractor for any lost revenue as a result.

Sealed quotes will be received up to 2:00pm local time, on Tuesday, May 1, 2018 at the County Administration Office.
