The County of Stettler No. 6 has received an application for Paradise Shores RV Resort Area Structure Plan, rezoning and development permit for the NE-20-40-20-W4M on January 24, 2018, from RV Sites Canada.
Historically, the County would not refer out an application that has not yet been seen by the County Council. Under the circumstances, it is prudent to get this out to the stakeholders as soon as possible and Council and Administration have taken the step to do so. Please note, the County could not initiate public consultation until we had an application.
Also note it is not uncommon for a developer to advertise and even pre-sell lots when they have some degree of certainty that their development will be approved. In this case, the developer was advised that the Buffalo Lake South Shore Intermunicipal Development Plan (2013) identifies the property for recreational residential development, and being a statutory plan adopted by bylaw, the County would not be in a position to refuse the application. However, the County and the Summer Villages do have control over how the development is implemented, for example conditions that can be imposed on the development permit, etc.
The developer acknowledges this and has made pre-sale contracts subject to municipal approval.
Access along Bayview Street is an important item. Please note that the developer initially preferred not to use Bayview Street for access. However, the County required the half mile of road dedication between the east end of Bayview Street by Buffalo View Estates to Range Road 204 near White Sands. This extension of Bayview Street is identified in the Buffalo Lake South Shore IDP as an important part of the road network to improve traffic flows generally and for emergency access, as Highway 835 is presently the only access/egress into and out of the area where hundreds of people live. All three municipalities adopted the BLSSIDP in 2013 after public consultation. Therefore the reality of this road and its purpose has been public knowledge since 2013.
NEXT STEPS - PUBLIC INPUT
- The process from here on forward will be to bring the area structure plan and rezoning bylaws to County Council on Wednesday, February 14. Thereafter the formal advertising and notification process will be followed.
- The public hearing will be scheduled for Wednesday, March 14, if Council agrees to that date. The development permit for Phase One will be presented to the Municipal Planning Commission on March 28.
- Your comments and input must be provided to email@example.com at your earliest convenience, but not later than the date that will be stated in the statutory notification following first reading of the bylaw – that date will likely be Wednesday, March 7th or thereabouts.The public is all welcome to attend the Public Hearing as well.
*Now the developer has an application in to the County, it is typical to allow the developer to start preparing the site by removing old structures etc. If they do, they do so at their own risk. You may see construction equipment on-site within the next week or two.
